Jill is the Founder and CEO of Changemark. She identifies as a cis-gender White woman and uninvited settler living and working on the stolen and ancestral lands of the xʷməθkwəy̓əm (Musqueam), Sḵwx̱wú7mesh Úxwumixw (Squamish), and səl̓ílwətaɬ (Tsleil-Waututh) Nations.  

With over 20 years of experience in the fields of mental health and substance use, and as a person with lived experience with a history of accessing detox and recovery treatment systems, Jill founded Changemark to connect the rigour of research with the realities of frontline work, helping organizations strengthen capacity and scale community-led solutions. 

She saw research and health services continuing to operate through colonial structures, community organizations competing for scarce resources, and research teams entering the field without the training or lived experience needed to work ethically in this sector. She also saw well-resourced for-profit organizations seeking guidance on building ethical, evidence-based research programs, and government agencies that could benefit from independent analysts, writers, and evaluators with relevant expertise in mental health and. substance use.

Changemark was created to bridge these gaps, bringing together specialized expertise, and community-grounded partnerships that move ideas into action. Jill’s leadership is grounded in humility, collaboration, and a deep belief that people with lived and living experience must be at the centre of research, evaluation, and system design. Her vision is to help build health and social systems that are ethical, effective, and evidence-based that work toward repairing the harms of colonialism through meaningful, community-driven change.
